Biography

Francesca has an International Law and Human Rights background with 15+ years’ experience in working for international organizations (UN and WEF) on action-oriented research, capacity building, technical assistance in human rights, justice, peace and security. She has developed her expertise on countering cybercrime (from hackers profiling to protection of critical infrastructure), misinformation, disinformation and hate speech, crime-tech convergence and misuse of technology, focusing on opportunities, systemic risks and threats created by emerging technologies (e.g. artificial intelligence). She has expertise in leading programs to foster digital resilience, cyber capacity building, diversity and inclusion initiatives. She has been working on securing digital transformation of contextually vulnerable and underserved organizations, in developing countries and in fragile contexts, to foster the achievement of the SDGs.

At the Institute, she is leading the strategic engagement in programs and initiatives leveraging multi stakeholder cooperation with civil society, academia, corporates, philanthropy and public institutions, to reduce the harms from cyberattacks and and to promote sustainable cyber peace.

Speaker experience

Francesca regularly serve as a speaker and expert contributor in international cybersecurity and digital-policy forums, expert workshops and lectures. Her recent engagements include speaking at the Global Conference on Cyber Capacity Building (GC3B), Geneva Peace Week, IGF, WSIS Forum, Paris Peace Forum. She has a long standing expertise (while working at the UN and WEF) in covering both technical presentations and more high level ones. In her current role as Chief Strategy and Partnerships Officer at the CyberPeace Institute, she frequently represent the organization in multistakeholder events, panels, and high-level dialogues on cyber resilience, cybercrime, emerging technologies, and the protection of human rights in cyberspace. These engagements reflect her commitment to sharing knowledge, shaping responsible technology governance, and elevating diverse voices in global cybersecurity discussions.
Media experience

Francesca frequently contribute her expertise to media outlets and public-facing platforms - via interviews, expert quotes, expert articles, podcast, videos - providing insights on cyber resilience, cybercrime, information integrity, and the human impact of cyberattacks. In her role at the CyberPeace Institute, she is often called upon to explain complex cybersecurity and technology issues to broad audiences, translating policy, legal, and technical developments into accessible and actionable narratives. This includes interviews, commentary, and thought-leadership contributions that highlight risks and opportunities in emerging technologies such as AI, as well as the challenges faced by vulnerable communities in the digital space. Her media engagement is an integral part of her commitment to raising public awareness, promoting responsible technology governance, and amplifying the importance of human rights in cyberspace.
